Recently, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the People’s Bank of China, the General Administration of Customs, and the State Administration for Market Regulation jointly issued the “Work Plan for Stable Growth of the Machinery Industry (2025-2026)” (Ministry of Industry and Information Technology Unicom Installation [2025] No. 205, hereinafter referred to as the “Work Plan”). In order to better understand and implement the Work Plan, the relevant content is now interpreted as follows:
1、 Background of Introduction
The Central Economic Work Conference emphasized the need to adhere to the general principle of seeking progress while maintaining stability, promote stability through progress, and maintain stable economic growth. The machinery industry is a fundamental, strategic, and leading industry that provides technical equipment for the national economy, defense industry, and people’s livelihood. It is the “ballast stone” of the industrial economy and an important carrier for developing new quality productivity and building a modern industrial system.
Currently, the machinery industry is facing challenges such as increased external shocks, insufficient domestic demand, and intensified irrational competition, which pose challenges to the stable operation of the industry. It is urgent to summarize the experience of the previous round of stable growth work, initiate the implementation of a new round of stable growth work, promote the high-quality development of the machinery industry, and support the stable operation of the industrial economy.
The Ministry of Industry and Information Technology conscientiously implements the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, and, in conjunction with relevant departments, studies and formulates a new round of work plan for stabilizing the growth of the machinery industry. Comprehensive measures are taken, and efforts are made in the same direction to fully achieve the expected growth goals.
2、 Guiding ideology and main objectives
From 2025 to 2026, the operation of the machinery industry will maintain a stable and positive trend, and the resilience and safety level of key industrial and supply chains will continue to improve. The quality and efficiency of development will reach a new level, and efforts will be made to achieve an average annual growth rate of around 3.5% in operating income, with operating income exceeding 10 trillion yuan. The scale of key segmented industries is steadily increasing, the cultivation of new quality productivity is accelerating, the competitiveness of enterprises is further enhanced, the supply capacity of high-quality equipment is significantly improved, and a number of competitive small and medium-sized enterprise characteristic industrial clusters and internationally competitive industrial clusters are cultivated.
3、 Main work measures and guarantee measures
The Work Plan proposes to simultaneously exert efforts from both the supply and demand sides, coordinate multiple parties to stimulate industry growth vitality, and put forward 14 key tasks and 3 safeguard measures in 3 aspects.
- Expand effective demand comprehensively. 70% of the demand in the machinery industry comes from infrastructure construction and investment in new or updated equipment in various industries of the national economy, which is the main battlefield for stabilizing exports. From both domestic and foreign perspectives, five tasks are proposed to deeply tap into the potential of the domestic stock market, cultivate and strengthen new demand, focus on expanding effective investment, promote industrial digital transformation and intelligent upgrading, and deepen open cooperation, continuously enhancing the driving force of stable growth in the machinery industry.
(2) Enhance the supply capacity of high-quality equipment. In response to the current problems in the mechanical industry, such as insufficient integration of technological innovation and industrial innovation, rising risks in the industrial chain and supply chain, slow transformation and upgrading of traditional industries, and insufficient supply of high-end equipment products, five tasks are proposed to enhance industrial innovation capabilities, strengthen the resilience and competitiveness of the industrial chain and supply chain, focus on developing intelligent equipment and systems, strengthen the leading role of standards, and enhance the construction of quality brands. These tasks aim to accelerate the cultivation and development of new quality productivity, improve the supply capacity of high-quality equipment, and lead and create demand with high-quality supply.
(3) Stimulate industry growth vitality. In response to the increasing business pressure and the need to improve industry governance in the current machinery industry, four tasks have been proposed: cultivating high-quality enterprises in a gradient manner, promoting regional coordinated development, increasing efforts to assist and benefit enterprises, and creating a good development ecology. These tasks aim to continuously improve the ability and level of serving enterprises, and further enhance the endogenous power and vitality of high-quality development in the machinery industry.
(4) Regarding the three safeguard measures. One is to strengthen overall planning and coordination. Strengthen departmental collaboration, central local linkage, and joint efforts, and encourage local governments to research and formulate supporting policies. Encourage industry organizations and think tanks to play a bridging role and provide good support for enterprise services. The second is to increase policy support. Implement various tax preferential policies and reduce the comprehensive cost and tax burden of enterprises. Intensify financial support and encourage equipment enterprises to carry out technological innovation and equipment updates. The third is to strengthen operational monitoring. Establish a risk warning mechanism for the operation of the machinery industry, strengthen monitoring of key areas and regions, and timely coordinate and solve problems that affect the stable operation of the industry.
